Eligibility and Criteria for Award ofScholarships
Evaluation ofapplications
In the firstinstance expressions of interest must be lodged on the attachedform at the Research & Graduate Studies Office by 31 October 2005.Ascholarship applicant who is not already a higher degreecandidate at the University of Ballarat will be required to lodgean application for candidature before the scholarship applicationwill be considered. Such an application must be submitted by November21 2005. The onus will be on the applicant to provide alldocumentation required for consideration of candidature andscholarships. As applications are received at the Office ofResearch they will be recorded and passed to the relevantResearch Higher Degrees and Ethics Coordinator for considerationof eligibility for teaching assistantships, stipendsupplementation or, in the case of overseas applicants,eligibility for a Special Overseas Student Scholarship.
An applicationfor a scholarship will be considered by the Research and HigherDegrees Committee on 2 December 2005 (provisional date) only if:
(a) The person iseligible for award of a scholarship (see above section oneligibility),
(b)The scholarship application is complete, and the person iseligible for admission to higher degree candidature at theUniversity of Ballarat,
(c)At least two referee reports are available in relation to thescholarship application (Note: The applicant will nominatereferees, and be responsible for calling for reports fromreferees).
(d)If the person is completing honours, Masters, or another award in2002, written notification of results (e.g., a fax from Head ofSchool) must be available no later than November 14, 2004.(Note:It will be the responsibility of the School Research HigherDegrees and Ethics Coordinator to ensure this information isavailable).
It is in theinterests of applicants to include with their application a copyof their research thesis and/or publications. This material willbe returned to the applicant by the Research & Graduate Studies Office as soon aspossible.
The Research andHigher Degrees Committee Executive will meet on 2 December2005 and rank the applications received from Schools. Thesequence of steps at that meeting will be:
(a)Identify cases where an applicant is ineligible or theapplication is incomplete.
(b) Identify from the applicantsthose holding a four-year undergraduate degree at first classhonours level or equivalent (see above); the committee shall thenaward the Australian Postgraduate Award with stipends to the mosthighly meritorious applicants in this category.
(c)Identify from the remaining applicants of those holding a fouryear undergraduate degree at first class honours level orequivalent and award the remaining University of BallaratPostgraduate Research Scholarships and Part Postgraduate ResearchScholarships on the basis of assessed merit.
(d)If some scholarships remain unallocated following the proceduresoutlined above, consideration will be given to applicants who donot hold a four-year undergraduate degree at first class honourslevel or equivalent.

TheUniversity of Ballarat has one International PostgraduateResearch Scholarship, which may be awarded to the highest rankedeligible overseas applicant who would be eligible for the awardof a University of Ballarat Postgraduate Research Scholarshipunder the procedure outlined above. At most, one Special OverseasStudent Scholarship may be awarded to an overseas applicantranked sufficiently highly to be awarded a University of BallaratPostgraduate Research Scholarship provided the School concernedhas indicated prior to the meeting that the applicant iseligible for such an award.
All scholarshipswill be allocated on 5 December 2005 - none will be held pendingresults or obtaining further information regarding an applicant.An application must be fully completed (as specified above) inorder to be considered on 24 November 2005. School ResearchHigher Degrees and Ethics Coordinators should ensure that eachapplication within their own School is completed in full and hasbeen ranked.
Eligibilityfor UBPRS and PPRS
University ofBallarat Postgraduate Research Scholarship (and Part PostgraduateResearch Scholarship) are open to graduates who have completed afour year undergraduate degree at first class honours (or haveother qualifications such as a Masters degree or experience inresearch that lead the Research and Higher Degrees Committee toevaluate the applicant as being equivalent to first class honoursstandard). Awards are restricted to Australian citizens, personswith permanent resident status and the applicants eligible to beawarded an International Postgraduate Research Scholarship inDecember 2005 by the University of Ballarat.
A person who isnot currently a higher degree candidate at the University ofBallarat must lodge an application for candidature in conjunctionwith a University of Ballarat Postgraduate Research Scholarshipapplication in order to be considered for award of a scholarship.All persons (including current University of Ballarat candidates)must lodge the attached expression of interest (EOI) form inorder to be considered for award of a scholarship.
Awardentitlements
A University ofBallarat Postgraduate Research Scholarship may be held for twoyears (Master's candidature) or three years (PhD candidature)subject to satisfactory progress, and in the case of PhDcandidature there is the possibility of extension for a furthersix months if the thesis will be submitted by the end of thisperiod.
A Part Postgraduate Research Scholarshipmay be held for two years (Master's candidature) or three years (PhDcandidature) subject to satisfactory progress. There is nopossibility of extension for holders of a Part PostgraduateResearch Scholarship. Holders of a Part Postgraduate ResearchScholarship may apply during the period of candidature for aUniversity of Ballarat Postgraduate Research Scholarship.
In the case ofpersons who previously held any other postgraduate research orcoursework scholarship, the maximum duration of the University ofBallarat Postgraduate Research Scholarship or Part PostgraduateResearch Scholarship will be reduced by the prior period ofscholarship support. The maximum duration of a scholarship mayalso be reduced if the person has already spent a period of timeas a higher degree candidate. A University of BallaratPostgraduate Research Scholarship or Part Postgraduate ResearchScholarship cannot be held in conjunction with any other award,scholarship, or stipend except with approval of the Research andHigher Degrees Committee. Since both University of BallaratPostgraduate Research Scholarships and Part Postgraduate ResearchScholarships are awarded for full-time higher degree candidature,recipients are permitted to engage in paid employment for a totalof 8 hours per week, during the hours of 9.00am - 5.00pm.Recreation leave is four weeks per year, and must be taken duringtenure of the award.
The stipend for aUniversity of Ballarat Postgraduate Research Scholarship is $15,080p.a. paid fortnightly in arrears. The stipend for a PartPostgraduate Research Scholarship is $5,200 p.a. paid fortnightlyin arrears. Neither award provides travel or other benefits.
PartPostgraduate Research Scholarships - 2005
A number of Part Postgraduate ResearchScholarships (PPRS) will be available for 2005. Each scholarshipwill carry a stipend of $5200 and be tenurable for a period of upto three years (for PhD candidature) or two years (for Masterscandidature).
Schools may provide additional support tocandidates awarded a Part Postgraduate Research Scholarship.
The following additional comments shouldbe noted:
Theterm of the proposed new scholarships will be limited to 3years (without the possibility of extension).
Thesescholarships are only available to Australian citizens orpermanent residents.
Applicantsawarded a part scholarship will also receive a HECS exemption scholarship.
Partscholarships are restricted to full-time applicants.
Applicants willneed to indicate at the time of application if they arewilling to accept a part scholarship. Schools will be required toindicate prior to the process of allocating scholarshipswhether they are prepared to provide additional financial supportor a teaching assistantship and at what level of support (basedon the applicants background).
