The Faculty of Economics and Commerce offers the Neil Vousden MemorialScholarship annually to an Australian or international applicant who isadmitted to and continues to pursue a full-time program of study in theMaster of Economics. Recipient of the scholarship will be selected onthe basis of academic merit and must meet the entry requirements forthe MEc.

The scholarship provides an amount of 66% of the AustralianPostgraduate Award for the year in which the scholarship is awarded.The scholarship is payable in two equal amounts, one paid at thecommencement of semester one and the other at the commencement ofsemester two.

THE NEIL VOUSDEN MEMORIAL SCHOLARSHIP
TERMS AND CONDITIONS OF AWARD

The Scholarship

1.         Introduction

The Faculty of Economics and Commerce offers the Neil Vousden Memorial Scholarship (‘the scholarship") annually to an Australian or international applicant who is admitted to and continues to pursue a full-time program of study in the Master of Economics.

2.         Provisions

The scholarship provides an amount of 66% of the Australian Postgraduate Award for the year in which the scholarship is awarded.  The scholarship is payable in two equal amounts, one to be paid at the commencement of semester one and the other at the commencement of semester two.

3.         Award Conditions

The scholarship is awarded on the condition that the scholar is admitted to and continues to pursue the full-time program leading to the award of the degree of Master of Economics under the conditions as set out in the letter of offer for the program and the letter accompanying the offer of the Neil Vousden Memorial Scholarship. 

It is the scholar's responsibility to determine the taxation implications of the scholarship, if any, which apply to his/her individual circumstances.

The University reserves the right to make no award or to award the Scholarship at other times in exceptional circumstances.

The scholarship may not be shared.

4.         No concurrent holding of another equivalent award

The scholarship is awarded on the condition that, during the tenure of the scholarship, the scholar is not in receipt of another equivalent award from the Australian National University to undertake the proposed program.

5.         Duration

The scholarship covers the 48 unit duration of the Master of Economics program on a full-time basis.  The continued award of the scholarship in the scholar's second semester of study will be conditional on the scholar obtaining an average grade of 65% across the four courses of study taken in the first semester of study in the Master of Economics.
 

Application and Selection

6.         Application Process

Applicants wishing to apply for a scholarship must complete a Scholarship Application Form, which will be considered in conjunction with their program application and, if deemed appropriate by the selection committee, a personal interview.  Scholarship applications will normally only be considered when a complete application has been received.  

7.         Award Criteria

               The scholarship winner for each year will be selected primarily on thebasis of academic merit.  The criteria for the selection of ascholar for the Neil Vousden Memorial Scholarship are:

• the scholar may be an Australian citizen, Australian permanent resident or international student;

• the scholar must meet the entry requirements for the Master of Economics;

• the scholar is deemed by the Selection Committee to possess superior qualities of academic ability and leadership, as demonstrated by his/her academic record, work experience and, at the option of the Selection Committee, a personal interview;

• the scholar's financial needs will be taken into consideration by the selection committee.

8.         Selection Committee

The selection of the scholarship winner shall be made by the Neil Vousden Memorial Scholarship Committee in accordance with the selection criteria.

Membership of The Neil Vousden Memorial Scholarship Selection Committee:

-       Graduate Program in Economics Program Convenor

-       Master of Economics Program Convenor

-       Head of School of Economics

-       One external member invited by the Dean or delegate

9.         Notification

The Selection Committee expects to notify applicants of the outcome by mid December.

10.       Reapplication

Successful applicants who are unable to take up the scholarship and unsuccessful applicants may reapply for the following year.

Tenure and Termination

11.       Take-up Date

The scholarship applies from the start date indicated in the offer of admission to the Master of Economics.  It is not available for mid-year entry.

12.       No Deferral

The taking up of a Neil Vousden Memorial Scholarship may not be deferred. 

13.       Tenure

The scholarship may only be held while the scholar remains enrolled in the Master of Economics.  If the scholarship holder transfers to another ANU degree, including another in the Graduate Studies in Economics Program, then the scholarship ceases to apply.

         The scholarship cannot be taken up at another institution. 

14.       Attendance

A scholar is expected to be in attendance at the University at the commencement of the first teaching period and to remain in full-time enrolment during the University teaching periods or semesters.  Absences from the University through illness or for any other reason must be approved by the Dean of the Faculty of Economics and Commerce.

15.       Program and Scholarship Leave of Absence (Suspension)

Suspension of the scholarship, after the scholar has enrolled, may be approved subject to concurrent approval for leave of absence of the Master of Economics program.  In accordance with University rules, a scholar in the Master of Economics program may not take a period of leave of absence of less than one semester. 

16.       Termination

A scholarship normally terminates at the conclusion of 48 units of study (two semesters of full-time study) in the Master of Economics or on the date on which the scholar ceases to attend the University other than for approved absences, whichever is the earlier. 

The scholarship will not be extended beyond two semesters.  In the case of a student failing a course within the program, the scholarship duration will not be extended.

 The University may terminate the scholarship if the scholar is not making satisfactory progress in the Master of Economics.  For the purposes of the scholarship, satisfactory progress is deemed to be an average grade of 65% across four courses taken in a single semester of study.

If the scholar transfers to another program offered by the University the scholarship will be terminated. 

 17.       Repayment - Under certain circumstances

If the scholarship is suspended or terminated the Selection Committee shall determine whether any refund of scholarship monies is payable and may determine that the scholarship instalment for the semester in which the suspension or termination occurred be refunded by the scholar to the University in part or in full.

Scholarship Holder Responsibilities

18.       University Regulations

A scholar is subject to The Australian National University Act 1991 as amended, to the Statutes and Rules of the University as made from time to time, and to resolutions of the Council and its Committees.

19.       Financial

The scholar is responsible for making payment of all his/her tuition fees by the prescribed date, as set out by the University from time to time.

Scholars are responsible for payment of an annual General Services Fee in respect of the provisions of amenities and services that are not of academic nature. 

Scholars are responsible for the costs of books, study materials, accommodation, and all other costs of study. 

20.       Publicity

It is anticipated that Neil Vousden Memorial Scholars may be requested to participate in publicity of the scholarship scheme.  A scholar may be contacted for an interview and photograph.  The University may also publicise the Scheme by publishing the name of the scholarship winner.  Arrangements for such publicity will be made through the Marketing and Communications Division of the University and the Faculty of Economics and Commerce.

21.       Disclaimer

The award of a scholarship does not carry any commitment by the University for future employment.
